In May 2004, the Mayor and Town
Council appointed Bruce Owens to the position of Chief of
Police. Bruce had served the preceding six years as
the Assistant Chief of Police for the Town. He began
his career in law enforcement in 1970 as a state trooper for
the State of South Carolina. His career includes
stints with the Naval Criminal Investigative Service (NCIS),
U.S. Air Force Office of Special Investigations (AFOSI),
the Dorchester County Sheriff's Office, and the North
Charleston Police Department. Chief Owens received a
B.S. degree in political science from Baptist College (now
Charleston Southern University) and a Master of Public
Administration degree from Golden Gate University, San
Francisco. He is an adjunct professor of
criminal justice at Charleston Southern University, teaches
online for the University of Phoenix’s criminal justice
program, and serves as a faculty mentor for new online
criminal justice faculty members. In addition,
he serves as an advisory board member for Children in Crisis
and is a member of the Summerville Rotary Club.
The Summerville Police Department is dedicated to
the implementation of the community oriented policing
philosophy. We endeavor to provide the citizens of our
community with the best possible police services. We are
devoted to working in partnership with our community, both with
our citizens, and businesses alike to solve the problems in our
community. I consider it both an honor and a privilege to
serve as the Chief of Police for our Town’s police department.
